Customs brokers

Customs brokers have to be licensed by the Customs and Border Patrol. A company has to have at least one individual specifically licensed in order to operate as a broker. Freight forwarders are often subject to the same requirement. Individuals must take a four hour examination to be licensed.

Most brokers specialize. Workers need to know the import and export regulations and restrictions on all goods being transported. They also need to know requirements for other countries. Some brokers warehouse and distribute the physical goods themselves, thus requiring truck drivers. Physical shipping, however, is commonly handled on a contract basis. International freight is moved by both sea and air. A small broker may also handle cargo in and out of a single point of entry, for example, simply having an agent at an airport. Larger ones may operate worldwide.

The customs broker becomes responsible for ensuring both import and export clearance on the merchandise. A clear knowledge of the regulations is important in order to avoid seizure. The quote given must cover their services and any duty, tariff or tax paid. In addition, as larger brokers operate as forwarders, a knowledge of logistics is required. Physical transport is often negotiated with contractors, but the overall logistics are the responsibility of the broker or of their client. Brokers generally work with companies that do relatively little international trade and thus lack the in-house resources. In many cases, they may have to offer help and advice to a business that is handling international cargo for the first time.

In an increasingly global world, the role of the customs broker is likely, if anything, to become more important.
